Are you running on Windows ?

Did you try by setting SAPEVTPATH = path to sapevt parameter in transport profile/tpparam ?

sapevtpath = \\<SAPGLOBALHOST>\sapmnt\$(system)\SYS\exe\run\sapevt.exe
